In the early days of Prohibition, German immigrant George Remus quit practicing law and began trafficking whiskey. Within two years he was a multi-millionaire, heralded by the press as the "King of the Bootleggers." Pioneering federal prosecutor Mabel Willebrandt sent her best investigator, Franklin Dodge, to lead the FBI's efforts to take down Remus' criminal empire. With Remus behind bars, his wife Imogene began an affair with Dodge and the two begin plotting to ruin the liquor baron. Their scheming begins a feud that reaches the highest levels of government and eventually ends in murder.
